Pandemic Relief Needs to Target Self-Interest

I look back on the pandemic and wonder, for all the money many governments spent, why didn’t they pay people to vaccinate? My home, the UK, spent as much as £400 billion tackling SARS-CoV-2. Take just £1 billion of that, and run a lottery every day for two years that paid out £1.5 million to one or several lucky do-gooders. The best policies align self-interest with social interest. Who doesn’t want a massive payout?
