Before World War II, non-profit foundations were among the most racially discriminatory institutions. Non-profit organisations are not under the same pressures to maximise efficiency as are enterprises where profits and losses determine their survival. The employment policies of such organisations could afford to be discriminatory in a way that private organisations could not.
