The people counted as unemployed are those in the labour force, seeking employment but not finding it. If a person chooses not to be in the labour force, they are not considered unemployed. After a prolonged recession, people may give up looking for work; they would no longer be considered unemployed. A generous welfare state also allows for targeted populations to withdraw from the labour force.
