The partition of India occurred in 1947 with the creation of two independent dominions, India and Pakistan. There was a dispute over the annexation of Kashmir and eventually Pakistan invaded with the intent of taking control of the region. India offered help in fighting the Pakistani militia and in return Kashmir would join India but retain autonomy over itself with its own prime minister.
Since then there have been uprisings within Kashmir wherein the people demanded independence from India. Pakistan took advantage of this by sending their own fighters to support these protests and ultimately this has resulted in bloodbaths.
India, resistant to give up control of Kashmir as it could signal the loosening of their grip on many other territories, have devised a plan to take control over Kashmir again. which began with the shutting down of all communication within the region.
